On 21 May 2014 Rector of the School of Economics and Management in Public Administration in Bratislava, prof. Ing. Viera Cibáková, CSc. welcomed Mr Ľubomír Plai, civil service and public administration expert, who presented his paper “Present form of civil service” to the present academic officers and educators.
Mr Ľubomír Plai characterized the form of the political system in the Slovak Republic and outlined the personal constitution of civil service. He focused on the development of the civil service reform, defined its periods from 2001 to 2013 and explained the functioning of the corruption pyramid mechanism. Mr Plai argued that in the present phase, which covers the year 2014 and has been designed to be completed in 2020, it is necessary to operate based on the merit principle of civil service, while the act under preparation concerning the reform of civil service has to be based on transparency, stability, professionalism and political neutrality.
